Here’s the thing. You can ride your $8000 custom-made bike all over the San Francisco Civic Center area all day long and nobody will “strong-arm” you by pushing you off and riding away with your ride. That doesn’t happen too often.
But, as soon as you park it, look out. Even with the best locking technique, your accessories are still vulnerable. Even within sight of City Hall.
Oh well.

That’s what you get for parking it within view of the folks in City Hall, all right. They probably descended on it like condors on a whale carcass.
It’s not ‘Oh Well’ — the city is REQUIRED to provide bike parking for members of the public inside, covered, and secure.

And in writing that page, I didn’t want to get into it, but public buildings, beyond employees, are required to provide parking based on Patron Load, as well.
…and that doesn’t even take into consideration the huge underground garage, which has to have parking, too.
