Actually, it was hard to see all that much difference from years prior in how the rules and laws were enforced at today’s Bay to Breakers. So yes, we had a major alcohol inspection at the start and we had canned beer confiscated/poured out by the SFPD, but by the time the party part of the race began it was pretty much business as usual.
So, the cops mostly hung and waited for issues to address rather than proactively going on search and destroy missions for open containers, nonmedical marijuana, and “illegal” unregistered carts. Therefore, they had a chance to develop positive relations with the community by posing for photos and such.
Once this gal got perched, her partner took a picture with the officer:

And dudes too. (Pirates have a lot of mindshare these days, it seems.)
These positive interactions will assist with law enforcement in the future.
And there’s nothing wrong with that.
