Women putting on makeup, dropping CD's while driving, just being stupid, lack of sleep, can't drive worth a hoot in the first place, speeders, inexperienced drivers... you name it. Remember DUI is now a political crime. Of course you shouldn't drive drunk, but it is not illegal to drink and drive if you are not impaired to a appreciable degree. If you not impaired and get arrested, you will probably be convicted for DUI, even if you aren't, if you don't have a good lawyer. Many of these are driving with suspended licenses. Plenty of people driving with a head cold, while angry or upset, etc. are as impaired as some people with a .08 BAC.
