    It likely comes down to insufficient soil. Streets and sidewalks require tightly compacted soil, which kills tree roots and weakens above-ground growth. There are solutions to this issue: provide a larger uncompacted well, or use structurally strong but porous dirt, or use cantilevered bridges for pedestrian surfaces. The city is using those techniques on newer streets.
