First I’ve seen of this kind of thing.
S’pose it could be a sitch where somebody lost his/her bike lock key and had to salvage, but more likely the little monsters have taken to using wire cutters to snip, snip, snip to get sweet hubs and cassettes as booty.
But the rim and tire remain so, like Auntie Entity in Beyond Thunderdome, the owner is free to rebuild.

Self inflicted due to poor lock job.
Well, what are you supposed to do then? I’ve seen it where there’s one U lock on the frame/post/rear wheel and another U lock on the front wheel.
Is this an incorrect approach?
