First, I thought they were SkyCop-type mobile license plate scanners like these these new things the meter maids have…
…but now I don’t know.
I suppose those black cylinders could be lights or something…

They are both camera systems. SFPD reads for stolen and vehicles wanted in connection with a crime. The ones on top of the DPT van scan for stolen and “SCOFFLAW” (unpaid parking tickets) vehicles.
