    No, it is working fine.

    The Society and its elitist members do not want people to show up.

    They have it as their private dominion that they can visit by driving their Prius from their Marin or Hillsborough estates to the parking lots reserved for them (still unmetered of course).

    As a former local who used to haunt the gardens, I look forward to paying and having so few people around.
