Victimless until he crashes into an elderly pedestrian walking out their front door. Which happened to me yesterday, by the way.
I’m with you for the most part. Only thing is, slowness in itself is not as important as awareness. You can ride fast and be totally aware of what’s going on around you. You can also ride slowly, not giving a damn about anyone else, and be a menace to pedestrian society. Slowness provides an opportunity to be more aware. Few these days afford themselves of it.
