Indeed, who is responsible for the Cosco Busan Oil Spill? We’ll find out for sure sooner or later, but the big news today is the filing of a huge lawsuit by Attorney General Jerry Brown. (These lawsuits are starting to pile up, what with City Attorney Dennis Herrera having already filed his suit on behalf of San Francisco.)
