San Francisco’s Connection to the North Korean Crisis: Pier 80, USS Tripoli, and THAAD Ballistic Missile Defense

1. Here’s the news of the day:

Anti-missile systems sent to Guam to counter North Korean threat

2. Those systems are called Terminal High Altitude Area Defense (THAAD).

3. THAAD was developed using the former USS Tripoli (LPH-10), an Iwo Jima-class amphibious assault ship that’s basically a mini aircraft carrier.

4. The USS Tripoli was based at Pier 80 in Dogpatch as recently as last year and it’s still there right now, for all I know.

That’s the connection.

That’s San Francisco’s contribution to the war effort.

(And, just saying, THAAD could come in handy when dealing with NK’s big buddy China…)

“She was decommissioned in 1995 and as of 2004, she was on loan to the Army, but remained laid up at Mare Island Naval Shipyard. In December 2006, the ship was towed to Pearl Harbor, Hawaii, where it now has a high-tech role as a launch platform with the nation’s developing ballistic missile defense program. Three times the ship was towed some 100 miles off shore and used to launch small ballistic missiles, which are then intercepted by Terminal High Altitude Area Defense Missiles, test-fired from the Pacific Missile Range Facility. The last test in the series was performed 26 October, when the ship fired a “Scud-like” missile, which was successfully intercepted. The ship will be towed back to the San Francisco Bay Area for the winter. Kaua’i lacks a suitable land-based launch site, and the costs of building one would far exceed the approximately $600,000 per year it costs to use the old warship, so the vessel returned to Pearl Harbor for a second series of tests in late spring 2008.[1] As of 16 June 2012 she berthed at Pier 80 in San Francisco, CA.”

Well, look what just got towed in from Hawaii. Fresh from testing of the Terminal High Altitude Area Defense (THAAD) system, San Francisco’s favorite former helicopter carrier, the former U.S.S. Tripoli (LPH-10), had its ups and downs in the Aloha State.

Apparently:

 “People should have to pay for parking. I’m just wondering if there is a less punitive way of doing it for residents,” she said. “I was hoping for more thoughtful alternatives.”

Well that’s Phase 1 – it’s a start.

Phase 2 just might be Direct Action, taking it to the streets to pull up the infernal SFPark meters up by their very roots.

A Setback for SFPark Parking Meter Expansion: SFMTA Relents – No New Meters in Mission Bay for Now

Jesse Mullan of the Dogpatch Howler has the deets of the remission of SFMTA’s parking-meters-solve-everything expansion. It appears Operation Barbarossa is bogging down this winter due to heavy assault from the Proles.

Per the crappy SFMTA’s Jay Primus:

“I am writing with a brief update on the parking management proposals for the Mission Bay, 12th & Folsom, and 17th & Folsom areas.

The SFMTA Board will no longer be taking action on the SFpark expansion areas at the February 7th Board meeting. Rather, we will conduct further outreach ahead of Board action.

The northernmost section of the Mission Bay Parking Management Proposal was already designated as an SFpark area and will be the only part of the proposal going forward.

For the SFpark expansion areas, including the Dogpatch and Potrero Hill neighborhoods and the 12th and Folsom and 17th and Folsom proposals, the SFMTA will conduct additional outreach and engage in further discussion with various stakeholders before any further action is considered.”

So, that’s their way of saying no parking meters for now.

Doesn’t the SFMTA know by now that it sucks? It’s hard to tell. Sometimes it seems that the SFMTA thinks it’s not dysfunctional. Isn’t that funny?

Speaking of funny, let’s let Jess Mullan spank the SFMTA over all the bullcrap it spews about SFPark.

Here it is a map showing the borders of San Francisco. And here’s the view of two East Bay peninsulas looking south from the Bay Bridge.

See? The nearer peninsula, the one with the big white crane, is part of the City of Oakland. It shows respect for the Alameda / San Francisco county border by stopping exactly where it should. But the farther one, part of the City of Alameda, simply juts all the way into San Francisco County.

How wude!

Meet Your San Francisco Bike Sharing Program – 500 Bicycles and 50 Stations Coming Next Year to FiDi, SoMA, Civic Center

I guess they have the money now and they’re working on figuring out who’s going to run the thing.

Appears as if the SFMTA has given up on a giant Parisian Velib-style program with 5000 bikes strewn all over town – they’re starting small. Regardless, some of this free advice still applies.

The deets:

“…the pilot service area will be centered in San Francisco’s employment- and transit-rich Downtown/SOMA corridor between the Financial District, Market Street and the Transbay and Caltrain terminals.  This area is notably flat, has the densest bikeway network coverage in San Francisco and enjoys the highest levels of cycling, yet those who commute by transit from cities to the east and south encounter difficulties bringing a bicycle with them on BART or Caltrain.”

So the stations might end up looking a little half-assed, owing to CEQA:

“Heath Maddox, senior planner for the Livable Streets Subdivision of the San Francisco Municipal Transportation Agency (SFMTA), says the defining characteristics of the service they’ve outlined in an RFP draft is that the bike system be solar-powered with no need for external AC power and no requirement for excavation that would turn the installation process into a construction project.”

The highlighted area in the map is the bicycle sharing pilot service area bound by South Van Ness Avenue and the Ferry Terminal along Market Street. To the north, the service area boundary includes the Federal Building at Turk Street, Union Square at Post Street, the Broadway and Columbus Avenue intersection, and The Embarcadero at Sansome Street. To the south, the highlighted service area includes the Embarcadero to Mission Bay, Townsend Street and Concourse Exhibition Center.”

Bike Sharing

Bike sharing is coming to San Francisco! A regional pilot program led by the Bay Area Air Quality Management District (BAAQMD) in partnership with the SFMTA will bring approximately 50 bike share stations and 500 bikes to San Francisco’s downtown core beginning in spring 2012. The SFMTA is working with a regional team to implement this pilot along the Caltrain corridor in San Francisco, Mountain View, Palo Alto, Redwood City and San Jose and shown in this Regional Bike Sharing System map. The project is funded through a combination of local, regional and federal grants with major funding coming from the Metropolitan Transportation Commission’s Innovative Bay Area Climate Initiatives Grant Program (BACI).

What is bike sharing?

Similar to car sharing, bicycle sharing is a term used to describe a membership-based system of short-term bicycle rental.  Members can check a bicycle out from a network of automated bicycle stations, ride to their destination, and return the bicycle to a different station.  Bicycle sharing is enjoying a global explosion in growth with the development of purpose-built bicycles and stations that employ high tech features like smartcards, solar power, and wireless internet and GPS technologies.

Who is involved with launching the San Francisco bike sharing system?

The BAAQMD is the overall regional project lead, coordinating the planning and implementation efforts of the local partners: the City and County of San Francisco, the Cities of San Jose, Mountain View and Palo Alto in Santa Clara County and the City of Redwood City in San Mateo County. The SFMTA is leading the project in San Francisco, and we are working in cooperation with our City and County partners, including the Planning Department, Department of Public Works, San Francisco Recreation and Park Department and the Port of San Francisco. The regional partners will be selecting a contractor in fall 2011 to install, operate, and manage the system.

Where will bike sharing be located in San Francisco?

As the San Francisco Bicycle Sharing Pilot Service Area map (PDF) presents, in San Francisco, the pilot service area will be centered in San Francisco’s employment- and transit-rich Downtown/SOMA corridor between the Financial District, Market Street and the Transbay and Caltrain terminals.  This area is notably flat, has the densest bikeway network coverage in San Francisco and enjoys the highest levels of cycling, yet those who commute by transit from cities to the east and south encounter difficulties bringing a bicycle with them on BART or Caltrain. Much of San Francisco’s densely urbanized northeastern quadrant is similarly well-suited to bicycle sharing.

When will bike sharing launch in San Francisco?

The regional partners will be selecting a vendor to install, operate, and manage the bike sharing system in 2011 with the goal of a system launch in Spring/Summer 2012!
