R.I.P. Moss Room Restaurant – Now Here’s the Outdoorsy, More Casual “Terrace” at the California Academy of Sciences

[UPDATE: So I've been looking for any kind of support for The San Francisco Chronicle's objections to Sodexo, but I'm not finding much. Throw in this rewrite from well-trafficked EaterSF of the Chronicle bit linked below and see that the obviously-well-trafficked Chron got a total of four comments on the matter.

And, oh look, The Terrace is now officially approved by District One Supervisor Eric Mar and District Four Supervisor Katy Tang.

Comes now the San Francisco Chronicle’s Paolo Lucchesi to complain about the choice of vendor for this eatery (and BTW, it’s also the new vendor for  Academy Cafe, about which more anon). 

So I don’t know – basically what’s happening is we’re losing the subterranean fine dining Moss Room but gaining the more casual Terrace. I’ll tell you, I was invited to sample the food twice at the Moss Room, both for the first iteration a while back and then for one of the more recent efforts, and I declined because I’m not really competent to judge food, frankly. (But at the time I wondered how the place would do considering its location, which aint good for several reasons…)

Anyway, I don’t get the beef over the new vendor. I assume that everything will work out fine.

Speaking of which, here’s the new menu from the Academy Cafe, which just started up October 1st or so:

Do you see what I mean here? The Terrace isn’t a replacement for the Moss Room – it’s just what came next after the Moss Room didn’t work out. And the basement location of the Moss Room would appear to make a great semi-hidden event space…

(I can recall how upset some people were about getting a new vendor at the nearby Stow Lake Boathouse a few years back. The “local” vendor basically responded to the RPD beauty contest with a real half-assed attitude – he thought he deserved the contract no matter what. I didn’t agree with that either.)

Anyway, if the food writers of the Chronicle want to head out to the Park to see the set-up, I’m sure they’d be welcome to do so…

Dear Ms. Pak: The Fair Political Practices Commission (the “FPPC”) enforces the provisions of the Political Reform Act (the “Act”) found in Government Code section 81000 et seq. As you may be aware the Commission has undertaken an investigation into gifts of travel to southern China from November Ii. 2009 through November 16 2009 provided by the Chinese New Year Festival Committee to Supervisors Carmen Chu David Chiu and Eric Mar.

The Act places limitations on the acceptance of gifts by certain public officials including city supervisors. Section 89503(a) prohibits these public officials from accepting gifts from any single source in any calendar year with a total value of more than the applicable gift limit. The $250 gift limit is adjusted biennially to reflect changes in the Consumer Price Index pursuant to Section 89503 subdivision (t). The gift limit in 2009 was $420. (Regulation 18940.2.)

Under specific circumstances payments for transportation lodging and subsistence may be exempt from the definition of “gift.” Section 89506(a)(2) provides that travel expenses reasonably related to a legislative or governmental purpose or to an issue of state national or international policy are not prohibited or limited if they are provided by certain specified sources such as governmental agencies bona fide public or private educational institutions or non-profit 50 I (c)(3) organizations. During the course of our investigation we reviewed documents obtained from the Internal Revenue Service (the “IRS”) concerning the Chinese New YearFestival Committee’s tax exempt status.

According to these documents which included copies of IRS filings and The Political Reform Act is contained in Government Code sections 81000 through 91014. All statutory references are to the Government Code unless otherwise indicated. The regulations of the Fair Political Practices Commission are contained in sections 18110 through 18997 of Title 2 of the California Code of Regulations. All regulatory references are to Title 2 Division 6 of the California Code of Regulations unless otherwise indicated. FPPC Case No. 11/081 Page 2 01’2 Articles of incorporation originally filed with theCalifornia Secretary of State the Chinese New Year Festival Committee is registered as a 501 (c)(6) chamber of commerce organization. It has never been registered as a 50J(c)(3) organization. Therefore the requirements under Section 89506(a)(2) for an exception to the gift limit are not met and any gift including those of travel are subject to gift limits. Please be advised that since the Chinese New Year Festival Committee is not an organization that falls under Section 501(c)(3) of the Internal Revenue Code no public official may accept gifts of any type from this organization valued in excess of the applicable limit. Here’s What You Should Do When Your Landlord Sends You This Mandatory Tobacco Smoke Disclosure Letter This Month

Absolutely nothing.

Say it again, y’all: Absolutely nothing.

Background: District One (aka The Richmond, more or less) Supervisor Eric Mar is a bird of another feather – he wasn’t satisfied with issuing edicts from Academia oh no. He descended from the ivory tower to put dreams into action. And his father passed away from lung cancer (AFAIK, pretty sure), so it would make sense that he wanted to do something for San Francisco renters who have to deal with secondhand smoke coming in from other units.

Get all the deets on San Francisco’s 2013 Tobacco Smoke Disclosure Policy as of last year via this excellent article from Christian Watjen right here.

So that’s the background. What’s going on now is that tenants all over the City are getting alarming/confusing letters from landlords. To wit:

Nervous Gay Couple Living With AIDS Get Letter from the Landlord

Now here’s what you’ll get* if your landlord toes the party line of the San Francisco Apartment Association – an excerpt of the pledge they want you to make:

“For purposes of the Tobacco Smoke Disclosure Policy and SF Health Code 19M, I would like to designate my apartment as non-smoking. I verify that neither I nor my guests will ever smoke tobacco within the rental apartment listed below.”

Uh, so why should tenants make this pledge? It’s not explained in this official SFAA letter now is it? And what if Barack Obama or Bill Clinton drops by your pad a few years from now? They puff puff every now and then, right? So what about your signed pledge, what about that?

And here’s what the lawyer(s) of  the SFAA have for you at the bottom of the letter:

“If you do voluntarily decide to designate your apartment as non-smoking, which you are not required to do, the designation is permanent and becomes a consensual change in the terms of your tenancy.”

Oh.

If you’re living in rent-controlled San Francisco, I think you should get some kind of benefit when you change the terms of your tenancy, you know, as a general rule .

And later on, is your landlord going to complain about how you’re violating the terms of your tenancy when you allowed your future bud / date / friend smoke one cigarette to help her get through one of her stressed out moments?

Or your Euro fiance can’t move in with you in 2015 because your “designation is permanent?”

And should we assume second-hand smoke from clove cigarettes and/or the Mary Jane is good for you, since it’s not covered?

Now, IRL, is this issue going to affect you? Prolly not. But I’m just saying.

So, sign your pledge or just ignore it – choose or lose, maybe.

*Assuming that you’re living in a building with fewer than 50 units and you aren’t restricted from smoking now. This is the notification you’ll get otherwise, possibly, and it’s fair enough. And here’s the full rundown from the SFAA. Again, no objections.

Build It And They Will Come: New City Target Store at Geary and Masonic is a Huge Success – And It’s So Big

Well, you know, the rich, home-owning, millionaire NIMBY ladies of NOPNA (the number one homeowner’s association in the Western Addition) had steam coming out of their ears a few years back when they realized how hopeless their plan of keeping Tar-ghey from infecting their “NoPA” neighborhood was becoming.

Good times.

Oh well.

Mervyn’s Heights is now Target Tor and NoPA (North of the Panhandle) is now SoTA (South of Target). See?

Lots of produce here – a surprising amount.

And the amount of traffic is up, way up. Just like people said would happen. We’ll have to see how things shake out. I myself saw a fender bender on Masonic that prolly wouldn’t have occurred but for the Target Grand Opening yesterday.

Oh, and the traffic lights have been jiggered with, for better or worse. These days, peds at Masonic and Anza need to wait for a looong red light and then after that they need to wait for southbound traffic to turn left. In effect, the peds are going “last.” This kind of thing was considered unacceptable by the SFBC down at Masonic and Fell not too long ago. Mmmm…

Anyway, I can’t figure why some chain stores in SF are good and others are bad – I can’t find consistency in Planning is what Im saying,

Here’s what you need to know about the forthcoming Clement Street Farmers Market.

The thing is is that some businesses on 3rd Avenue, where a couple block will get shut down weekly, don’t seem to be aware of the CSFM.

I myself have no particular beef with the new farmer’s market* but I cry foul at the SFMTA-type, everybody’s-a-winner, everybody-supports-this-new-thing, just-wait-until-you-see-the-transformation-of-the-Inner-Richmond  style of  campaign behind it.

Anyway, Lord knows that Sundays at that part of Clement can be a bit depressing, what with infrequent bus service, a number of empty parking spaces, and  lots and lots of closed storefronts abutting a handful of thriving businesses.

(One assumes that most customers of the 3rd Avenue Burger King and Sloat Gardens will figure another way of getting to and fro asides from approaching from the north.)

Looks Like the “Clement Street Farmers Market” Might Start on June 23rd – Per the Office of District One Supe Eric Mar

“This is the “youthful” Peter Lauterborn form Supervisor Mar’s office. Glad to see the market being covered.

The date has been pushed back, but only because of scheduling needs. The MTA has been very supportive of the project and it is currently projected to start June 23rd after the ISCOTT hearing on 6/13.

The reroute is just 7 blocks total, the existing merchants are very supportive of the project, and we have had well over 100 letters of support come into our office. We feel very good about this project. (The only issue has been with the bouncy house, which was really just an example from other markets and that’s been scrapped already.)

But if people have specific concerns they should feel free to email or call my direct line. Of course we want to mitigate any inconveniences to people.

“After years of hard work, a farmers’ market is close to serving the Richmond. My office has spearheaded the effort,  bringing together leaders from the Clement Street Merchants Association and the Argonne Community Garden to develop with a proposal that will not only provide high-quality products to Richmond District residents, but will also provide a significant “community-growing” experience for neighbors.The market’s expected start state is Sunday, June 23rd on Clement St. between 2nd and 4th Avenues from 9am to 2pm.

 The Agricultural Institute of Marin (AIM) is managing the proposed market. AIM is primarily an educational non-profit which uses its six large, diverse markets to help fulfill their mission. The food options would include both organic and conventional seasonal produce, bakers, meat and dairy, and even local artisans. Their markets have a wide range of price points and accept EBT cards (aka food stamps).

This street closure will be voted on at an upcoming meeting of the Interdepartmental Staff Committee on Traffic and Transportatio(ISCOTT).

“City Target” Store Opening October 13th at “City Center 3.0″ – Geary & Masonic – Mervyn’s Heights is Now Target Tor

I’ll tell you, area NIMBYs got steamrolled on this one. It’s not that certain millionaire, property-owning ladies residing west of the Western Addition and south of North of NoPA are happy about this situation, but they didn’t get any traction due to massive community support, particularly from younger, non-millionaire mom-types, right?

And, I mean if you purchase your Great Estate next to a shuttered Mervyns with hundreds and hundreds of empty parking spaces, well, you gotta figure something’s going to replace it sooner or later.

So that’s it - Mervyn’s Heights is now Target Tor.

And NoPA (which actually isn’t north of the Golden Gate Park Panhandle, take a look at a map sometime) should now be called SoTA, South of Target.

All hail the second coming of City Target to the 415.

Hey SFMTA! Why Not “Complete” Polk Street All the Way to Grove and Eliminate These Parking Spaces in Front of City Hall?

I mean check out all these deadly, beastly automobiles parked on Polk, the very same street that the SFMTA is trying to “complete” don’t you know:

I know, why don’t you take out all these spaces and replace them with a separated bike lane or something, SFMTA?

After all, Transit First, right?

Oh, what’s that? These are the spaces that the Board of Supervisors and their aides park in for free every day so that’s where you just happened to end your campaign of completion?

But don’t you care about safety, SFMTA?

Mmmmm….

“This project seeks to implement aesthetic and safety improvements for all users of Polk Street between McAllister and Union Streets. In accordance with the City’s Transit First policy, improvements will primarily be focused on people who walk, use transit and ride a bicycle along Polk Street. The project is funded by Proposition B General Obligation Bonds and is part of an overall citywide effort to curb pedestrian and bicycle collisions and to provide a safe north-south connection for people on bicycles. Pedestrian and bicyclist collision and injury data on Polk Street point to a corridor in need of safety improvements for all those who share the road. In fact, the southern portion from Sacramento to McAllister Streets is part of the 5% of San Francisco streets that have more than half of the City’s most severe pedestrian collisions.”
