A Porsche was traveling eastbound on MLK at an unsafe speed when the driver ran off the road and collided with a tree. He told officers that he was having a phone conversation of a sexual nature (it’s unknown whether this conversation was hands free as required by the vehicle code). He suffered major injuries and major damage to his car. He was cited for speeding and for driving with a suspended license.

How the Magic Word “VisionZero” Has NOT Changed the SFMTA’s Half-Assed Approach to Transportation Safety: “Focus On The Five”

Here’s the SFMTA’s official six-figure-a-year spokesperson on the topic of when pedestrians can cross a street, from just last year:

“They can start whenever they want,” Rose said.”

Of course this is wrong, as even Paul Rose himself would admit now, after being corrected.

So, why did he say that? Because he, like his employer, has a half-assed approach to safety, and, one supposes, he, like his employer, is mired in politics.

Now do you suppose that Paul Rose was at all interested in examining why he told the peds of San Francisco that it was A-OK for them to violate CA state law? Oh no, not at all. And do you think he checked with anyone before he spouted off? Prolly not.

Like I say, a half-assed approach.

Now we’re in 2015, the era of SF VisionZero 2024, which has the goal, one that nobody actually believes in, but they have to pretend that they do believe in it, of having no more transportation deaths in San Francisco County starting in 2024 and continuing in perpetuity.

It’ll look a little something like this, supposedly:

Now do you see the beauty in this? By the time SFGov fails to achieve this impossible goal, all the people who glibly made the promise will be out of office, right? How convenient.

The big problem with the approach that SFGov is taking is assuming that traffic deaths are a street design issue, as opposed to a human behavior issue. So most of the emphasis appears to be upon SFGov spending more money, which of course SFGov loves to do anyway.

And the part of VisionZero SF that’s focuses on behavior seems misplaced, for political reasons.

For example, there’s this:

Focus on the Five – Using multi-year collision data, the San Francisco Police Department (SFPD) is focusing on enforcing the five violations that are most frequently cited in collisions with people walking. The goal is to have half their traffic citations be for these five violations.”

So if the SFPD started handing out tickets for jaywalking, you know, in a big way, that would certainly help with traffic safety, over the long term, to at least a slight degree, but that would take the SFPD away from its “Focus On The Five” goal.

The problem with Focus On The Five is that it ignores Vehicle Code violations on behalf of pedestrians, one supposes for political reasons. In fact, the cause of most pedestrian and cyclist deaths last year in San Francisco was the behavior of the pedestrians and cyclists themselves.

And what’s this talk about “automated enforcement?” How about this, how about hooking up all of the SFMTA’s vehicles to an automated enforcement mechanism that would detect speed limit, stop sign and red light violations using on board sensors and GPS? Then, after Ed Reiskin parks his government-paid SFMTA car or an operator parks her bus, SFPD tickets would be issued, you know, daily. Whoo boy, what are the odds of something like that happening?

So that’s SF VisionZero 2024, a buzz-phrase that means absolutely nothing.

 

 

Here’s Why the SFPD’s “Focus On The Five” Traffic Enforcement Goal is At Least 40% Wrong

Here’s your set-up, from The StreetsBlog:

“…only one of the 10 police stations is actually meeting its goal of issuing at least 50 percent of traffic citations for the five most common violations that cause pedestrian injuries.”

But, IRL the the five most common violations that cause pedestrian injuries actually  include:

CVC 21456 – Walk, Wait, or Don’t Walk 

CVC 21954 – Pedestrians Outside Crosswalk / CVC 21955 – Crossing Between Controlled Intersections*

Under the CVC, jaywalkers can either be in a crosswalk (or close enough – if you’re one or two feet away, that might be close enough to be considered “in the crosswalk”) (and, of course, these can be marked or unmarked crosswalks) but doing something wrong (like starting too early or too late or going too fast (running) or too slow (just standing in the crosswalk, for ex.) OR crossing in the middle of a block.

If you look at the math, there’s no way that these violations can be out of the top five.

That’s just one reason why there’s not even a prayer of a chance that SFGov’s “Vision Zero” 2024 can “succeed.” (Oh what’s that, Sweden experimented with VisionZero and it succeeded? Well, not really. Oh what’s that, it was good to try anyway, even though they didn’t get to actual absolute zero, they had a big reduction in injuries? Well, France, among others, didn’t implement Vision Zero and yet it had greater success over a similar time period, right? Oh what’s that, Vision Zero is just a “framing” phrase, a meaningless platitude that pours old wine into new bottles? Well, finally we agree.)

Of course you’re never going to beat drivers Failing To Yield for the number of pedestrian deaths in San Francisco County. But do you think lying about things like Focus in The Five helps your cause?

And are there reasons why it’s far easier to comply with the demands of non-profit pressure groups in the Richmond District as opposed to other districts of San Francisco? Yes there are. Take the same Captain and put him/her in another district and then watch your compliance numbers fall. Why’s that? Do you suppose that the SFPD has a mission, has a job not 100% congruent with “urbanists” straight outta Park Slope and pricey prep schools like Punahou?

Something to think about.

In this case, the case of Pan Am Flight 845, registration N747PA, the cure was worse than the disease.

The disease was making mistakes on how to take off from a shortened runway while ensuring the jetwash from this jumbo didn’t affect cars driving along near SFO.

The cure was telling people to evacuate from the nose while it was rising up higher and higher.

Oh, and the emergency landing was no picnic either, giving the already-damaged landing gear an unnecessary thwack:

Inside of Asiana 214, I think I’d have been all GTFO. But with PanAm 845, I would have ambled down to steerage and simply hopped onto the tarmac.

I don’t think I’d have listened to the flight crew to just drop 60 feet down, I don’t think I’d have been a player in Back Injury Theatre  is what I’m saying…

Just because the SFMTA MUNI DPT is corrupt and evil and the worst large public transit agency in America and it has spokespeople who are famous for lying all the time, just because of that, doesn’t mean that the average SFMTA MUNI DPT is a bad person or anything…

*Maybe there’s some blame to go around here, having to do with maintenance or procedures or maybe the Mom-ish Subaru driver went on the wrong side of Market for a while only to suddenly pull in front of the streetcar and slam on the brakes – these things are possibilities, I suppose. But, man, things don’t look good for this operator.

On November 24, 2011 at 2:45 AM, an attempted homicide occurred on the corner of 9th Ave/Geary. Prior to the incident the victim and suspect got into a physical altercation inside of a restaurant on the corner of 11th Ave/Geary in San Francisco. Both victim and suspect were eventually separated and left the restaurant. The victim then walked to a gas station located on 9th Ave/Geary. The suspect described as a mixed race or Latin male, 18-24 years old, with short black hair and a manicured beard was then seen getting into the pictured vehicle listed below and drove off.

The suspect then drove his vehicle, described as a black Mazda CX type SUV with possible front end damage, and twelve spoke sports rims into the gas station on 9th/Geary and intentionally struck the victim. The suspect fled the scene. Witnesses to the fight took photos of the suspect at the time of the fight. The victim received life threatening injuries due to being struck by the suspect vehicle.

San Francisco Police Criminal Investigations Unit is requesting the public’s assistance in identifying the suspect in this attempted homicide. Witnesses or persons with information are asked to call the anonymous tip line at (415) 575-4444 or “Text-a-Tip” at TIP411 from their cell phones. Please include “SFPD’ in the beginning of the text message.”

This IS the legendary Jack-n-the-Box of SF! That’s right.. open 24 hours baby.. and with PARKING. Now if the SFPD were smart, they’d put a squad car here at midnight..because only after you’ve finished drinking your 5th pint does a couple of Jumbo Jack with extra mayo and with the burger drowned in ketchup actually sound tasty.  

I remember when I used to come here late at night. It’s like a rainbow coalition meeting. You have your clubbers, pub crawlers, homeless and 3rd shifters getting their Jack on. Since the inside is small we were all elbow to elbow forced into a temporary bonding moment that even would make Martin Luther King smile as he watched his dream come true.

But that dream was crushed as they have started to lock their doors after 10pm. That’s right folks.. you are now limited to ordering through a walk-thru. If you haven’t seen the walk-thru it’s a contraption that relies on “The Cube” where you put your money through.”

Public Not Invited to Mavericks Surf Contest Public Safety Meeting in Moss Beach

The San Mateo County Sheriff’s Office is going to hold a “critical incident debrief” this morning down in Moss Beach – organizers of the 2010 Mavericks Surf Contest have been invited to discuss the 2009-2010 season. The public and the media are specifically not invited. Well, that doesn’t sit well with some down Coastsigh-eeeeede way. Oh well.

Here’s Critical Incident Exhibit A from the 2010 contest on February 13th, 2010, when an unlucky 13 got hammered by the waves:

Now check out the new piece from Katie Worth, and then decide if you agree with this:

Mavericks Surf Ventures passes the buck to San Mateo County, County Counsel Michael Murphy passes the buck to Harbor District Manager Peter Grenell who passes the buck to Vandenberg Air Force Base who promptly pass the buck  to Army Corps of Engineers and then  the buck circles back to Mavericks Surf Ventures.”

And leave us travel back to 2006, during another Mavericks contest with crowd injuries. That was the year that Diana Rivers of Redwood City filed a lawsuit after being injured when the crowd on the bluff apparently dislodged some rocks sending them on down towards the beach. Check out this quote in a bit about the 2006 rock slide victims:

“We feel for the Rivers family and it was a terrible accident. But we’ve always regarded safety issues with the utmost importance. All managers have taken and will be taking all measures necessary to provide a safe contest for surfers and visitors.”

IMO, the post-injury palliative cliches from 2006 don’t square with the post-injury palliative cliches from 2010.

The Reason Why Mavericks Surf Ventures is Dead Wrong about Injury-Causing Rogue Waves

First of all, let’s acknowledge the fine performances of all the competitors at our recent Mavericks Surf Contest 2009-2010 and especially that of Chris Bertish. As it turned out, his victory was overshadowed somewhat by discussion of the giant “rogue” sneaker waves* that injured a dozen or so spectators.

Having said that, let’s take a look at higher-def footage of the problem, ably shot by KRON VJ (video jockey) Haaziq Madyun. And here’s the reverse angle. And ganderize your eyes on this bird’s-eye view of the scene. If this were the Olympics, this would be the Olympic Village:

O.K. then. Comes now MSV’s Matriarch and area Realtor Katherine Clark to say:

And let’s hear from MSV CEO and former lawyer Kier Beidling:

Bringing common sense is a must for anyone who shows up to watch from the beach.”

Fair enough, but isn’t this your temporary awards stand getting demolished by a tiny tsunami? Was “common sense” used to place it there?

And wasn’t this formerly-underwater piece of sound equipment placed exactly where you wanted it to be?

So please let’s go easy on any more nagging, patronizing Respect The Ocean talk coming from MSV, considering that MSV and its sponsors appeared to be just as unaware as some of the spectators.

In other words, if this unsecured P.A. loudspeaker ended up killing a fan, all the DANGER: HEAVY SURF signs in all Christendom wouldn’t save your hides from a dead-bang, seven-figure wrongful death lawsuit. (If you think you see a bunch of people people in the water around the speaker in the video, your guess is correct.)

So that is exactly “how on Earth we [MSV] could be responsible for people willfully going to the ocean.”

(Hello? Hello? Anybody home? Huh? Think, McFly!)

In other words, from the 2/16/10 Santa Cruz Sentinel:

“The Maverick’s contest organizers probably realize that, in retrospect, it was unwise to put scaffolding and platforms in an exposed area and then allow spectators too close to the high tide line and a seawall along the Pillar Point coastline.”

You see? That’s why the party line of having MSV reps repeatedly bleating about how spectators just need some common sense doesn’t wash.

Now do I think that this fellow (people never seem to let go of their cameras or their beer, huh?) and others who got banged up by the surf on their own will win any possible lawsuits their shysters file? No.

But do I suppose that things could be handled differently by Mavericks Surf Ventures the next go around?

Yes.

(Contrary to what you might have heard, no post mortem meetings with county (or other) authoritahs are scheduled this week. But they’ll be coming soon.)

*Or surge or whatever. It’d be nice to have one descriptive term to cover all these different words…
