Mayor Ed Lee Acts to Alter Poorly-Negotiated America’s Cup Deal – Fewer Massive Yachts Berthed at Rincon Point

Just as dog murder threatens the image of our wasteful Central Subway, the plan to berth massive yachts at the wet end of SoMA does the same for America’s Cup 2013.

So, as he did with the Tom Otterness case, Mayor Lee is taking measures, as this late, late Friday afternoon press release shows:

“MAYOR LEE SUPPORTS SAFEGUARDING OPEN BAY VIEWS ALONG WATERFRONT DURING 34TH AMERICA’S CUP - Port of San Francisco & America’s Cup Event Authority Seek Approval from Bay Conservation & Development Commission for Revised Temporary Berthing Plan During America’s Cup Events

San Francisco, CA— Mayor Edwin M. Lee today announced that the City, the Port of San Francisco and the America’s Cup Event Authority (Event Authority) reached an agreement on a revised plan for berthing America’s Cup spectator vessels along the waterfront that will safeguard San Francisco Bay views along the Embarcadero promenade. The Bay Conservation and Development Commission (BCDC) will need to approve the plan to temporarily accommodate vessels expected for the 34th America’s Cup events.

“We are working together with BCDC and the Event Authority to refine our plans, so that the America’s Cup special events enhance the waterfront in a way that balances the excitement of the races with the picturesque Bay views that are so important to our residents and visitors,” said Mayor Lee. “This temporary berthing proposal is another step in collaborating with our event partners and the residents of San Francisco to reach a consensus.”

The area is known under the San Francisco Waterfront Special Area Plan (SAP) as the Rincon Point Open Water Basin. The Port of San Francisco and the America’s Cup Event Authority are seeking approval from the Bay Conservation and Development Commission (BCDC) to amend the SAP.

In discussing the concerns raised by BCDC and the public over the last several months with the Port, the City and the Event Authority, the space sought for the temporary docks for these private vessels has been reduced from the entire Rincon Point basin to an area that begins at the northern boundary of Rincon Park and stretches northward to Pier 14, leaving the area in front of the park unobstructed by vessels. To free up these open water views, the event partners identified additional berthing locations for these vessels along the Port’s waterfront, including at Pier 9, the water area north of Pier 14 and the water area between Piers 32 and 36 where the America’s Cup racing vessels will also be moored.

“Because our goal for the 34th America’s Cup is creating a great experience for those both on land and on the water, we really appreciate the opportunity we’ve had to hear directly from San Franciscans about what is important to them,” said Tom Huston, Chief Operating Officer of the Event Authority. “We are very pleased that our work with the City, the Port and BCDC has resulted in a proposal that will preserve waterfront views while enabling the City to benefit from the economic impact that comes with these vessels.”

These revised proposals reflect the City and the Event Authority’s commitment to listening to the concerns raised through the California Environmental Quality Act (CEQA) comment process and other public meetings about balancing the event activities with the needs of San Francisco residents and the environment.

If the vessel berthing proposals for the Rincon Point Open Water Basin and the Brannan Street Open Water Basin between Piers 32 and 36 are approved and implemented, the terms of the City’s Host and Venue Agreement for the 34th America’s Cup provide the Event Authority with the right to negotiate for a future long-term lease for the development of recreational marinas at these locations.

Any long-term marina proposal of this kind would require further amendments to the SAP before any lease could become effective, and are not directly contemplated under the current proposal. Any further SAP amendments would require a separate public review and planning process for the City, Port and Event Authority working in concert with BCDC.

BCDC will consider the issuance of a brief descriptive notice for the SAP amendments relating to this temporary berthing plan at its public meeting on November 3, 2011.”

[UPDATE: And cabbies, you can just forget about your proposed strike right now, as nobody takes that seriously. What would your union-type slogan be, "Every Man For Himself?" I'm telling you, MUNI is constantly hiring bus drivers, so you all should switch rides and, you know, drive a bus. And then you could, with impugnity, call your passengers r-tards or whatever you want. Hurray!]

I’ll tell you, those poor melon farmers out there in the West Bay trying to scratch a living from the infertile sandy soils of the Outer Avenues, well, not only is their MUNI bus and streetcar service bad, taxi service is bad as well.

Now, your hack might not actually want to take you to 42nd and Ortega or whatever, but s/he is required by law to take you there because, technically, the Outer Sunset in within the limits of San Francisco County.* So maybe that’s OK, but what about the times when you want to get picked up at home and you live Way Out There? Well, there’s no onus on any particular driver to come and pick you up, so that’s part of the reason why you have to wait a long, long time sometimes.

Comes now the staffers of the SFMTA with a solution:  A $5 “Peak-Time Radio Dispatch Fee,” but not just for Parksiders of the Great San Wastes and the like, it’s supposed to be for everybody calling for a cab. That means that you will owe the driver over $8 before you even get into the taxi. Hurray!

This super-genius idea came from a study from 2007 that concluded that San Francisco ought to:

“Implement a $5 dispatch surcharge during peak periods

Implement a $2 surcharge during non-peak periods.”

This will make the hacks happy as well the hack bureaucracy. It’s a win-win, baby!

But check it, the SFMTA is, once again, working on (or at least pretending to be working on) Peak-Time Permits, which would accomplish the goals that the SFMTA says it wants to accomplish.

Sometimes, when all the buses you see are going to the wrong way, a taxi’s the only way to get to your destination in time, right?

All the deets of all the proposed new fees:

Radio dispatch fee: $2 flat fee during nonpeak hours; $5 flat fee during peak hours

Gas surcharge fee: $0.10 per one-fifth mile, $0.10 per minute of wait time

Wait time and mileage fare: From $0.45 per one-fifth mile ($2.25/mile) to $0.55 per one-fifth mile ($2.75/mile), and $0.45 per minute ($27/hour) to $0.55 per minute ($33/hour).

And look, the SFMTA is going to have Taxi Town Hall Meetings before the big meeting on May 17th:

The New Parkmerced Vision Plan Looks Awesome – It’s a Whole New City Down There – The Future is Now

Bad News From CalTrain – Hear All About It at Community Meetings on August 19th at 6:00PM

Here’s the news of the day:

Caltrain Holds Community Meetings: Possible Fare Increase/Service Suspensions. Caltrain will hold four community meetings to receive public comments about proposed fare increases and service suspensions. The following proposals will be considered:

· Suspend all weekend service
· Reduce weekday early morning, midday and/or late evening service
· Suspend service south of Tamien to Gilroy
· Discontinue staffed ticket offices
· Increase the Full Fare one-way base or zone fares by 25 cents with corresponding changes to related fares
· Increase Go Pass to $155
· Modify parking fees and regulations
· Revise codified tariff to reflect ClipperSM card implementation: discontinue Monthly Pass grace period; discontinue the use of 8-ride ticket by more than one passenger per ticket; redefine youth to 17 years and younger; a charge for purchase of card.

Looks like these well-worn tracks in SoMA will get less use in the near future:

The Fiscal Year 2011 operating budget adopted by the Caltrain board includes $2.3 million in unspecified service reductions and fare increases.
Caltrain’s budget problems can be attributed to several factors. The commuter railroad has lost $10 million in state funds each year for the last three years. Last year the state eliminated State Transportation Assistance funds, forcing Caltrain’s three partners – the San Francisco Municipal Transportation Agency, the San Mateo County Transit District and the Santa Clara Valley Transportation Authority – to reduce their support.

“The partners have been paying for Caltrain out of our pockets, and our pockets are empty,” said Caltrain Executive Director Michael Scanlon.
In addition, because of the recession, fewer people are commuting to work; Caltrain’s ridership has gone down almost 6 percent in the last year.
Last year, eight midday trains were eliminated and parking fees were increased to close a $2.6 million budget gap.

For the last several years, Caltrain has aggressively looked for ways to reduce its costs as it has struggled every year to balance its budget. Among the most recent cost-cutting measures has been a hiring freeze on all but the most essential positions. Salaries have been frozen and staff will take a total of 17 mandatory furlough days.

With the exception of Gilroy, the meetings will take place from 6 p.m. to 7 p.m., Thursday, Aug. 19 at the following locations:
San Francisco: San Francisco Caltrain Station, 700 4th St.
San Carlos: Caltrain Headquarters, Auditorium, 1250 San Carlos Ave.
San Jose: San Jose Diridon Station, 65 Cahill St.
In order to accommodate Caltrain riders, the meetings in Gilroy will be held immediately after arrival of the southbound trains at 5:30 p.m., 7:07 p.m. and 7:47 p.m.
Gilroy: Gilroy Caltrain Station, 7150 Monterey St.

The Caltrain Joint Powers Board will conduct a public hearing on the proposed fare increases and service reductions at 10 a.m., Thursday, Sept. 2, at the Caltrain Administrative Office, 1250 San Carlos Ave., San Carlos.

Jesse Jackson’s National Transit Roadshow Arrives Con Brio, Sans Jesse

Well, this is what was promised for today’s noontime transit worker rally at the Old Federal Building on Golden Gate and Polk:

Turns out that Jesse didn’t show. (Here’s what you would have seen and heard.) 

But a couple-hundred or so transit workers and allies were on hand at the plaza in front of Big Blue:

Here’s who was there. I see District 9 San Francisco Supervisor David Campos, San Francisco Labor Council Executive Director Tim Paulson, and TWU 250-a Union President Irwin Lum, for starters: 

Are riders and drivers really united? Not that I can see, not in San Francisco. I’m mean, I’m sure that all involved would like Uncle Sucker to rain cash down upon the City, but beyond that, there’s not much uniting these groups. It would be nice to cancel the already-useless Central Subway and use the extra billion (or two or three) that that would free up to pay for transit people are using today, but the system doesn’t work that way, obviously. Oh well.

The reason your fares have increased and your service has been cut is because the federal government has neglected transit for decades and the country’s on-going economic struggle that has slashed transit revenues has pushed transportation systems into their own crises.

“We can not allow our transit systems to crumble from financial neglect,” said President James C. Little. “We must work together to tell the federal government the neglect must stop.”

Federal subsidies to our country’s largest transportation systems do not allow enough flexibility for operating costs. So transit systems can use federal funds to buy news trains and buses (capital expenses), but not to pay the operators. If your bus doesn’t have an operator, you are not going to get to work on time.

Rep. Russ Carnahan (D-MO), and Senator Sherrod Brown (D-OH), have proposed bills, H.R.2746and S3189, that would allow transit agencies to flex funding to suit local needs. Also, eight senators from the Senate Banking, Housing and Urban Affairs Committee introduced a bill, S. 3412, to authorize emergency funding for transit agencies to help reverse fare increases and service cuts.

This legislation will help to save our transit systems, provide thousands of green transit jobs, and keep transportation affordable. If you take the bus, train, subway or streetcar to work and use public transportation to send your children to school and if you want to work towards a cleaner environment, less congested streets and green jobs, then come share your story and your voice and Save Our Ride!

Jerry Brown Throws Down: He’s Already Accepted Ten Debate / Town Hall Invites

California Attorney General Jerry Brown can’t abide billionaires like Meg Whitman trying to buy elections, or something like that, so he’s on a tear, once again, this afternoon. Remember when Jerry Brown issued a challenge to his Republican opponent  in the 2010 gubernatorial race?

Well, it looks like he’s not waiting for her.

Brown Accepts 10 Debate Invitations, Calls on Whitman to Meet Face-to-Face

Oakland – Gubernatorial candidate Jerry Brown today announced that he has accepted invitations to 10 debates or town halls around California, all sponsored by independent organizations interested in an open and honest campaign for Governor.

“We are only a few days into the general election campaign, and already our airwaves have been overrun with millions in misleading and deceptive attack ads,” Brown said. “The people of California deserve better. They deserve to see their choices for Governor stand side-by-side and honestly discuss the challenges facing our state.”

The morning after his victory in the Democratic primary, Brown proposed that he and Republican nominee Meg Whitman hold 10 joint town hall appearances around the state to discuss job creation, schools and the state’s budget mess and to answer questions from voters. Whitman refused Brown’s invitation to those jointly-planned events, but public interest groups and news organizations from around the state have stepped forward to offer the people a chance to see their candidates in person.

“Partisan bickering and attack-dog politics have created an awful mess in Sacramento, and I think Meg and I now have an opportunity to change the tenor of politics in California by conducting a responsible campaign that shows the politicians that there is a better way to do
business,” Brown said.

“Every one of these debates is hosted by a credible organization, guaranteeing a fair and open forum,” Brown continued. “There is no reason not to participate, no reason not to say what we really mean, and show the voters who we are.”

“I am calling on Meg Whitman to treat voters with the respect they deserve. It’s time to step out from behind consultant-scripted commercials full of falsehoods and distortions and debate.”

The two campaigns have received many formal requests for debates at locations around the state. Brown has agreed to ten, several others remain under active consideration. Jerry Brown Throws Down: Proposes At Least Ten Town Hall Meetings with Meg Whitman

California Attorney General Jerry Brown can’t abide billionaires who try to buy elections, or something like that.

Anyway, he’s just issued a challenge* to his Republican opponent  in the 2010 gubernatorial race.

Here it is:

LOS ANGELES – Gubernatorial candidate Jerry Brown proposed today that he and Republican nominee Meg Whitman hold 10 joint town hall appearances around the state to discuss job creation, schools and the state’s budget mess and to answer questions from voters.
     “Partisan bickering and attack-dog politics have created an awful mess in Sacramento, and I think Meg and I now have an opportunity to change the tenor of politics in California by conducting a responsible campaign that shows the politicians that there is a better way to do business,” Brown told a news conference.
     “I’m inviting Meg Whitman to join with me to run a campaign that will put the focus on town halls where each of us in an unscripted manner will discuss our positions and answer questions,” Brown said.
     “Let’s tell people how we’ll manage their tax dollars, how we’ll hold down taxes, how we’ll make government work better and more efficiently, how we’ll fix our schools and how we’ll create jobs,” he added.
     Brown suggested that he and Whitman have at least 10 joint town halls and said the first should begin within several weeks.
     “We should hold them throughout the state, perhaps starting in San Diego or San Jose, and then hold sessions in Fresno, Anaheim, Oakland, Sacramento, Riverside, Santa Barbara, Los Angeles and San Francisco,” he said.  “I think we should have a variety of formats.  Some of the town halls could have a panel of reporters asking questions.  Others might have local teachers.  Some could have regular voters asking Meg and me whatever questions are on their minds.”
     Brown said the series of town halls will give the voters a “full picture” of the two candidates for governor and make TV advertising less important.
     “If I never see another political ad in my life, I’ll be happy,” he added. “And I’ll bet that most people feel the same way. The town halls will show the voters that we can act as adults and actually treat each other with respect. Meg and I may not agree on many issues, but we can at least tell the truth and explain how we would approach the job of governor.”
Brown said that the town hall meetings will allow voters to “see and hear” how the candidates intend to deal with California’s budget deficit and unemployment problem.
“We need to change the way of thinking in Sacramento and get the politicians to stop their constant partisan attacks. The politicians in Sacramento need to find some common ground, and that will be much easier if candidates conduct responsible, issue-oriented campaigns.”

*JB is unafraid to issue challenges to further his chances of becoming Your Governor Once Again. For example, just after a big-city mayor wisely declined to enter a stair-climbing contest(!) with San Francisco Mayor Gavin Newsom last year, Jerry Brown preceded to challenge Gavin to a one-on-one IQ test. I’m seriously. Needless to say, there was no reply to that gambit, no reply at all.
