Meet Your San Francisco Bike Sharing Program – 500 Bicycles and 50 Stations Coming Next Year to FiDi, SoMA, Civic Center

I guess they have the money now and they’re working on figuring out who’s going to run the thing.

Appears as if the SFMTA has given up on a giant Parisian Velib-style program with 5000 bikes strewn all over town – they’re starting small. Regardless, some of this free advice still applies.

Bike Sharing

Bike sharing is coming to San Francisco! A regional pilot program led by the Bay Area Air Quality Management District (BAAQMD) in partnership with the SFMTA will bring approximately 50 bike share stations and 500 bikes to San Francisco’s downtown core beginning in spring 2012. The SFMTA is working with a regional team to implement this pilot along the Caltrain corridor in San Francisco, Mountain View, Palo Alto, Redwood City and San Jose and shown in this Regional Bike Sharing System map. The project is funded through a combination of local, regional and federal grants with major funding coming from the Metropolitan Transportation Commission’s Innovative Bay Area Climate Initiatives Grant Program (BACI).

What is bike sharing?

Similar to car sharing, bicycle sharing is a term used to describe a membership-based system of short-term bicycle rental.  Members can check a bicycle out from a network of automated bicycle stations, ride to their destination, and return the bicycle to a different station.  Bicycle sharing is enjoying a global explosion in growth with the development of purpose-built bicycles and stations that employ high tech features like smartcards, solar power, and wireless internet and GPS technologies.

Who is involved with launching the San Francisco bike sharing system?

The BAAQMD is the overall regional project lead, coordinating the planning and implementation efforts of the local partners: the City and County of San Francisco, the Cities of San Jose, Mountain View and Palo Alto in Santa Clara County and the City of Redwood City in San Mateo County. The SFMTA is leading the project in San Francisco, and we are working in cooperation with our City and County partners, including the Planning Department, Department of Public Works, San Francisco Recreation and Park Department and the Port of San Francisco. The regional partners will be selecting a contractor in fall 2011 to install, operate, and manage the system.

Where will bike sharing be located in San Francisco?

Clipper Card Usage Climbing Rapidly

OAKLAND, Calif., Sept. 20 — The number of Bay Area transit riders using Clipper to pay fares on buses, trains and ferries rose to an average of 139,725 during the four weekdays following the Labor Day holiday. This marks a 16 percent increase from the roughly 120,225 average weekday boardings during the week ending September 3, and a jump of more than 100 percent since the formal launch of the Clipper card in mid-June.

San Francisco Muni, which carries the largest number of transit passengers in the Bay Area, also is registering the largest number of daily Clipper boardings. Muni accounted for an average of  57,750 Clipper boardings during the four regular workdays ending Sept. 10. This was followed by BART with 41,975 weekday boardings; and AC Transit with an average of 26,175 Clipper boardings each weekday. Smaller numbers of passengers used Clipper cards to board Golden Gate Transit & Ferry, Caltrain and Dumbarton Express vehicles.

Muni is nearing completion of a year-long project to replace aging fare gates throughout its Muni Metro station network with new gates that will only accept Clipper cards. The roughly $29 million initiative includes the installation of new ticket vending machines, through which customers can purchase new single-use Clipper cards. Installation is now complete at the Civic Center and Powell Street stations, with the finishing touches underway at the Castro, Church Street, Embarcadero and Forest Hill stations. Installation work is expected to begin next week at the Van Ness and West Portal stations.

The Metropolitan Transportation Commission (MTC), which oversees the Clipper program, is working with participating transit agencies and with program contractor Cubic Transportation Systems Inc. to solve several customer service problems exposed by the rapid growth in Clipper card usage. These include a shortage of experienced front-line staff at the Clipper Customer Service Center; hardware problems that are hindering proper clock synchronizationon the Clipper card readers installed on 43 buses operated by AC Transit, Golden Gate Transit and San Francisco Muni; and software integration of some “business rules” created by the myriad combinations of fare policies established by the Bay Area’s more than two dozen separate transit agencies.

RAND Corp: GPS Snitch Units in All Cars Could Enforce New Vehicle-Miles-Traveled Tax

Oh man, you drivers out there, you’re out on the road more and more every year* but the amount of gasoline and diesel ‘n stuff you buy isn’t keeping pace. So when people like you trade in their big old fuel-guzzling SUVs for Toyota Prius hybrids, the amount of gasoline they buy and the concomitant tax they pay to the Govmint goes down, let’s say by a half or two-thirds.

That’s good for Prius drivers but bad for the govmints. This chart from a big new report (free .pdf) out of California’s own RAND Corportation think tank ‘splains it all. See? You people are out there clogging up the roads and tearing up the streets 100% more than you were in 1980, but you’re only buying 50% more fuel:

You drivers are paying more in tax but not as much as if you would be paying if you were taxed by the mile. (That makes you a deadbeat in the eyes of the Powers That Be.)

And things are only going to get “worse” when Tesla Motors’ mainstream Model S hits the streets in 2009, 2010, 2011, 2012, “late 2012,” right? Electric car drivers pay no gas tax at all, so how are we going to make sure that they pay their fair share to repave our streets ‘n stuff**?

The RANDian eggheads looked at these issues and, out of 15 ideas, decided that these three would be the most practicable: 

What if the authorities put a GPS unit in your car or motorcycle? Not the regular kind of GPS receiver, the good kind, the ones that use differentials or whatever to pinpoint your whereabouts down to a couple yards on a 24-7 basis. 

You don’t like that? Well how about a cell phone in your car next to the engine that would call the government on a regular basis to rat out how miles you’ve driven the past week?

You don’t like that neither? Well how about a system that ID’s your car when you buy gas and then computes your Miles Driven by looking at your particular model’s EPA rating?

And let’s say this all gets implemented in five years. 

Or instead, our electeds could simply raise gas taxes a bit, but that’s not something that they like talking about doing.

Of course they could make this new VMT proposal “revenue neutral” by getting rid of or lowering per-gallon fuel taxes that you pay today. Once a system like this is in place, taxes would correlate more directly with miles driven – it’s up to you if you like that or not.

What’s Up With the Crazy Shell Gas Stations of San Francisco?

O.K., here’s the South Park Shell on 551 3rd Street from the other day. Regular is $3.62 and Premium is, wait a second, only suckers get premium so forget about that.  Anyway, nothing unusual.

But the problem is that Bryant Shell at 598 4th Street charges $3.98, ten percent more, despite the fact that these stations are just one block apart.

What’s up with that?
